Cape Verde Enhances Cruise Tourism with Development of Mindelo Terminal

The Government of Cape Verde is spearheading the development of the Mindelo Cruise Terminal at Porto Grande, in collaboration with Invest International (ORIO Fund from the Netherlands) and the OPEC Fund for International Development (OFID). This undertaking aims to bolster the country’s cruise tourism sector through significant infrastructure advancements.

The Mindelo Cruise Terminal is being built to modernize and expand Porto Grande’s capacity in adherence to international maritime standards. Notable features will include a 400-meter jetty for accommodating larger cruise ships, a Visitor Welcome Centre, and a transportation hub. The project will also incorporate dredging operations to optimize port depth and rehabilitation of quay #9, previously designated for fishing, to serve new purposes. The construction phase is managed by a consortium led by MOTA-ENGIL and EMPREITEL FIGUEIREDO under an EPC/Turnkey contract, supported by technical oversight from ARTELIA and NORVIA.

Sustainability is a central focus, with comprehensive environmental and social impact assessments conducted to ensure responsible practices. The Environmental and Social Management Plan (ESMP) addresses water quality, biodiversity, waste management, and noise reduction. Community engagement initiatives, such as road safety campaigns and public consultations, are designed to encourage local participation.

The terminal is slated to include an Onshore Power Supply (OPS) system, allowing vessels to connect to shore power, which will reduce emissions while at dock. The design ensures that two ships can connect simultaneously, complying with international regulations aimed at minimizing port emissions.

Additionally, a Cruise Destination Development Plan (CDDP) is in place to enhance Cape Verde’s appeal as a preferred cruise destination. This plan aims to improve shore excursions, hospitality services, and promote sustainable tourism practices, with collaboration from local businesses and international stakeholders to bolster economic growth. In 2023, Cape Verde welcomed 171 cruise calls and around 87,000 passengers, with forecasts for 2024 suggesting an increase to 250 ship calls and over 110,000 passengers. The new terminal is expected to further stimulate this growth, fostering better visitor experiences through partnership with cruise lines and tourism entities.

Scheduled for completion by the end of March 2025, the Mindelo Cruise Terminal is positioned to reshape Cape Verde’s cruise sector significantly. Ongoing investments and collaborations with international partners will enhance the country’s competitive and sustainable standing within the global cruise industry.
