Le Havre, France: Pioneering Advancements in Cruise Infrastructure and Shore Power Initiatives

The Port of Le Havre, France, is making significant strides in enhancing its cruise terminal infrastructure and implementing shore power systems. The expansion plan includes the opening of Terminals 2 and 3 together in November 2025, while Terminal 1 is set to be operational by spring 2026. Once completed, the port will be able to host three cruise ships at the same time, catering to up to 13,500 passengers each day.

The new Terminals 2 and 3 will accommodate 6,000 and 4,000 passengers respectively and will facilitate both transit and turnaround operations. Notably, a public park will be accessible at the end of the quays, alongside a roof walkway that connects to Terminal 1, while avoiding restricted areas.

With a focus on sustainability, the port is also installing onshore power supply (OPS) systems in its cruise terminals. The first OPS connection is being tested at Terminal 2, with plans for readiness by June 2025. Connections at Terminals 1 and 3 are slated for mid and late 2026, respectively. Each berth will support ships requiring up to 14MW, contributing to a cumulative capacity of 30MW across all three terminals. The electricity will primarily come from nuclear power, supplemented by hydro, solar, wind energy, and a small component of LNG.

The entire development, including terminal construction, quay renovations, and OPS infrastructure, is estimated to cost EUR 120 million. Funding is secured through a combination of resources from the French government, the European Union, the Normandy region, HAROPA Port for the OPS initiative, and Le Havre Croisières for terminal building.

HAROPA Port has stated that the OPS initiative is designed to enhance service rather than serve a commercial purpose, with an expected reduction in annual CO₂ emissions by around 15,000 tonnes. Additionally, by 2030, all ships will be required to connect to OPS; non-compliance will result in penalties as specified by EU regulations.
