Brazil to Host COP30 with Costa Diadema and MSC Seaview as Floating Accommodations

In preparation for the upcoming COP30 United Nations Climate Conference, set to take place from November 10–21, 2025, in Belém, Brazil, the Brazilian federal government has chartered two large cruise ships to serve as floating accommodations for international delegates.

The vessels involved are the Costa Diadema and MSC Seaview, which will be docked at Port Outeiro, approximately 30 kilometers from Belém, from November 5th to November 22nd. This initiative aims to increase lodging capacity along the Amazon River to better support the influx of conference attendees.

Costa Diadema, part of the Costa Cruises fleet, has the capacity to host over 4,500 guests, while MSC Seaview can accommodate more than 5,000, collectively offering nearly 9,500 berths to complement the city’s existing infrastructure.

Reports from the São Paulo media indicate that officials from 103 embassies in Brasília have been updated on the deployment of these cruise ships. In preparation for their arrival, the Port of Outeiro is undergoing upgrades, including the expansion of its passenger terminal. Regular cargo operations have been suspended to focus on the needs of the summit, with Brazilian tourism agency Embratur confirming that the cruise ships will provide approximately 6,000 accommodation spaces during the conference.

Originally slated for South American itineraries until early 2026, the schedules for both ships have been adjusted to prioritize this charter. Following the conference, Costa Diadema is expected to resume its voyages from Santos to various destinations, including Brazil, Argentina, and Uruguay, returning to Europe by April 2026. MSC Seaview plans to commence 7-night sailings from Santos, Maceió, and Salvador in late November.

This use of cruise ships as temporary housing during large events in Brazil recalls past instances, such as during the FIFA World Cup and the Rio Olympics. With the city of Belém facing a significant challenge in accommodating around 60,000 participants, the floating hotels provide a practical solution given the limited local hotel infrastructure, which is currently estimated at 18,000 beds.
