Cannes Implements Daily Cruise Ship Passenger Cap at 6,000 to Protect Local Environment

The city council of Cannes, France has introduced a new maritime regulation set to take effect on January 1, 2026, which prohibits cruise ships with more than 1,000 passengers from docking directly in the harbor. This regulation allows only smaller vessels to dock, capping the total number of disembarking passengers from all ships at 6,000 per day. Larger ships will need to anchor offshore, with passengers transported to land via tender boats.

Cannes’ move comes amid a growing global response to overtourism, joining other European cities like Nice, Venice, Amsterdam, and Barcelona that have already set similar restrictions. Local leaders have described this initiative as a “drastic regulation” aimed at reducing visitor numbers, smaller ship sizes, pollution, and enhancing the visual atmosphere of the city.

Mayor David Lisnard clarified that the intention is not to ban cruise tourism entirely but to organize vessel movements and establish navigation standards. However, cruise operators have expressed concerns over how these regulations might negatively impact port visits and the overall experience for passengers. Two larger vessels were scheduled to dock in Cannes shortly after the policy was implemented, prompting an anxious response from the cruise lines who have not yet released comments on the changes.

France welcomed about 100 million international tourists in the previous year, highlighting the delicate balance officials must maintain between economic benefits and environmental sustainability. Similar policies have already been enacted in Nice, Venice, Amsterdam, and Barcelona, indicating a broader shift towards more sustainable cruise tourism along the Côte d’Azur.
