
Bahamas Mandates Compulsory Pilotage for All Vessels, Including Cruise Ships
The Bahamian government has recently mandated the use of licensed maritime pilots for all vessels, including cruise ships, entering the country’s ports. This requirement, while not new, has now been enforced, marking a significant regulatory shift in the maritime sector.
With the introduction of this rule, cruise lines may face increased operating costs, but it also opens up a range of employment opportunities within the maritime industry. Captain Justin Wallace, president of Independent Maritime Services, shared that this change has already led to an expansion in hiring across various roles, including pilots, trainees, and deckhands. He emphasized that service sectors such as fuel supply and marina operations are likely to benefit as well.
Currently, about 30 licensed pilots operate in the Bahamas, primarily based in Freeport. The government anticipates that this enforcement will enhance training for apprentices and junior pilots, thereby improving the skill set within the industry.
Captain Yuri Butler, VP of Bahamas Elite Maritime Company (BEMCO), highlighted that the pilotage requirement has always been part of national law but was not enforced due to a shortage of qualified pilots. To avoid disrupting cruise traffic and revenue, authorities previously permitted vessels to operate without mandatory pilotage.
The renewed enforcement of pilotage is seen as a way to provide structure to the industry, positioning it as a crucial component of maritime operations and creating new opportunities for a range of maritime professionals. This shift is expected to generate both direct and indirect economic benefits as the industry adapts to these new requirements, solidifying the role of pilotage within the Bahamian maritime framework.
