Understanding Port Share Limitations in the Cruise Ship Industry

The Port Authority of Guam is undergoing significant changes to enhance its Piti facility, which is essential for providing better services to cruise ships and recreational use for residents. Clarence Lagutang, the capital improvement projects manager, emphasized the need for upgrades in manpower, technology, and the current port infrastructure at the recent Maritime Resilience and Innovation Summit.

Lagutang pointed out that the port is crucial for both commerce and tourism, yet its current setup is not sufficient to support longer stays for cruise ships due to outdated facilities. Currently, cruise ships are parked in areas used for cargo, which complicates scheduling and logistics. One major hindrance is the inability to fuel these ships effectively, causing them to use Guam only for short layovers before proceeding to major refueling destinations like Hawaii or Japan.

The port has plans in place to rehabilitate its hotel wharf for home-porting cruise ships, pending approval for a rehabilitation grant of approximately $73 million from the Maritime Administration. This is in addition to a recent $23 million Transportation Investment Generating Economic Recovery grant, totaling $96 million for capital improvements. However, Lagutang noted that there are gaps in funding and the project needs further approvals for additional infrastructural needs.

Lagutang also mentioned the aging ship-to-shore gantry cranes at the port, which are approaching the end of their operational lifespan. If these cranes fail, it could substantially impact both commercial and military logistics, as the port supplies 30% of goods for military needs.

Another topic discussed was the digital modernization of the port’s customs processing system, which seeks to minimize delays and paperwork. Currently, the customs clearance process is cumbersome, relying on stacks of paper that need manual processing. Moving to a digital system would improve efficiency by allowing officers to coordinate cargo clearance quickly.

For improving safety and recreational options around the port, Rory Respicio, the Port Authority general manager, discussed plans for installing solar lighting along the sea wall, supported by a $250,000 grant. The initiative aims to transform the port area into a more accessible and appealing space for the community, aligning with ongoing construction projects scheduled with local businesses.

As the port continues to modernize, these improvements are expected to enhance both its operational efficiency and its integration into the social fabric of the community.
