French Riviera Introduces New Caps on Cruise Passengers and Port Calls

French maritime authorities have introduced new regulations to manage cruise ship operations along the Alpes-Maritimes coastline, which includes key Mediterranean ports like Nice, Cannes, Villefranche-sur-Mer, and Menton. This inter-prefectoral decree aims to address overtourism while still acknowledging the economic benefits of cruise tourism.

Under the newly established framework, each port will have a cap on the number of disembarking passengers, set at an annual average of roughly 2,000 per call. In instances of high demand, this could rise to a maximum of 3,000. Ships that can carry over 1,300 passengers are limited to one stop per day per port. From July 1st to August 31st, these larger vessels are restricted to a maximum of 15 calls per month in each port.

These regulations specifically target vessels that anchor offshore and do not apply to those docked at berths. Additionally, priority will be given to cruise lines adhering to the Sustainable Cruise Charter for the Mediterranean, which emphasizes ecological standards like biodiversity protection and reduced waste.

Cruise industry representatives, including those from the Cruise Lines International Association (CLIA), were involved in discussions leading to these regulations. They highlighted the challenges of long-term itinerary planning and the economic impact on local communities as these new measures are rolled out.

This comprehensive regulatory approach builds on previous municipal efforts to control cruise traffic at the local level, aiming to find a more sustainable balance between visitor flow and environmental considerations.
