Amsterdam Set to Phase Out Ocean Cruise Visits by 2035: What This Means for Tourism and Sustainability

Officials in Amsterdam are moving forward with a policy proposal aimed at eliminating port calls by ocean-going cruise ships within the city by 2035. This initiative is part of a broader strategy for maritime and urban planning to tackle overtourism and its associated impacts on the historic Dutch capital. As the city prepares for municipal elections in March 2026, the newly elected local government will assess whether to proceed with this phase-out.

Amsterdam’s authorities have carefully evaluated the implications of relocating the current sea cruise terminal outside the city versus discontinuing large seagoing vessel calls altogether. They determined that moving the terminal would require significant investment and involve uncertainty, making a gradual reduction of ocean liner visits a more financially sound approach.

Municipal analysts estimate that ending ocean cruise visits could result in economic losses of approximately EUR 46 million in port fees and tourism-related income over the next three decades. This reduction is expected as the number of large cruise ships in the city decreases. To manage cruise traffic better, Amsterdam will lower the annual cap on ocean cruise ship calls to 100 starting in 2026 and will require that docking vessels connect to shore power to minimize emissions. Additionally, river cruise ship movements will face stricter limits to ensure a more sustainable influx of tourists.

Under the proposed framework, river vessels can still dock at Amsterdam’s ports, albeit in smaller numbers, while the city plans to phase out ocean cruise ships by mid-century. The final decision on implementing a ban on ocean cruise visits will depend on the incoming municipal leadership, who must consider the long-term effects on urban livability and tourism dynamics.
