Maritime Safety Investigation Launched into Carnival Encounter in Darwin Harbour
Investigators from the Australian Maritime Safety Authority (AMSA) conducted an inspection of the cruise ship Carnival Encounter on February 9, 2026, while it was docked in Darwin Harbour. This inquiry was initiated following anonymous reports from a crew member to the Maritime Union of Australia (MUA), prompting AMSA to assess the vessel’s compliance with international seafarer welfare and safety standards.
Union representatives indicated that these reports to AMSA revealed several concerning issues: cramped living conditions for crew members, a spike in skin infections, questionable drinking water quality, and instances where crew were compelled to work while suffering from serious health issues. Additionally, concerns were raised about the low wages provided to crew members—reportedly as little as a few dollars per hour—and the allegations that foreign national employees were excluded from the protections of Australian labour law, despite working in Australian waters.
In response to the inspection, Carnival Cruise Line stated that no deficiencies were identified during AMSA’s examination of the Carnival Encounter. The company affirmed its commitment to cooperate with regulatory authorities and highlighted that routine inspections serve to ensure compliance with international crew welfare standards. Carnival also described the union’s allegations as part of a broader agenda rather than just operational issues.
