Palma Announces Plan to Reduce Cruise Passenger Capacity Starting in 2027
Authorities in Palma de Mallorca have announced a significant reduction in the number of cruise ship tourists allowed to visit the city during the peak summer months, with new regulations set to be implemented starting in 2027.
The planned changes will lower the daily passenger capacity at the Port of Palma from 8,500 to 7,500 between June and September from 2027 through 2029. Outside of these summer months, the current limit will remain unchanged. Additionally, the revised regulations will impose a restriction on the number of cruise ships that can dock each day, allowing a maximum of three vessels, with only one permitted to carry over 5,000 passengers.
This initiative comes in response to growing public concern in the Balearic Islands regarding the effects of tourism on local infrastructure and community life. Residents have expressed that the tourism influx has surpassed the ability of local resources to accommodate them, prompting calls for stronger regulations.
The Balearic Islands continue to attract significant tourist numbers, with around 18.7 million visitors recorded in 2024, followed by over 19 million in 2025. The islands’ resident population is approximately 1.2 million.
