
Beginning August 1, 2026, cruise passengers arriving at Mexican ports will face an increase in the Non-Resident Duty (Derecho de No Residente – DNR) fee, raising the tourism fee from $5 to $10 per person. This change is part of a phased implementation plan that emerged from negotiations between the Mexican government and the cruise industry, originally proposing a much higher fee of $42.
To mitigate the immediate impact on the cruise sector while helping Mexican destinations remain competitive, the government opted for a gradual increase. During the first half of 2026, Mexico saw a record 6.5 million cruise passengers, indicating sustained growth as a top cruise destination, even with the new fee.
The $10 fee will remain unchanged until June 30, 2027, after which it will increase to $15 for the period of July 1, 2027, to July 31, 2028. Beginning August 1, 2028, the fee will rise to $21 per passenger unless amendments to the agreement are made.
Additionally, this agreement entails a commitment from cruise operators to enhance their collaboration with the government. This includes the promotion of Mexican products on board, boosting the visibility of Mexican tourist destinations, supporting local employment, and showcasing Mexican cultural experiences during cruises.
Despite the tourism fee increase, Mexico continues to expand its cruise tourism market, with major cruise lines increasing their presence at the country’s primary ports.
