Greece Launches €60M Ferry Support Scheme to Alleviate Fuel Cost Pressures

The Greek government is set to introduce a nearly €60 million support program aimed at assisting ferry operators grappling with rising marine fuel costs. This initiative seeks to alleviate some financial pressures on ferry companies while ensuring passenger ticket prices remain stable.

Central to this program is a new compensation mechanism targeting the mandatory social fare discounts that certain ferry operators are legally obligated to provide. Eligible groups for these discounts include young children, low-income travelers, students, large families, individuals with disabilities, and war pension beneficiaries along with their companions. It’s important to note that any voluntary discounts provided by individual operators will not qualify for this reimbursement. The 2026 Annual Progress Report for Greece anticipates the measure will result in an annual fiscal commitment of about €56 million, enhancing liquidity within the ferry sector.

Instead of offering fixed subsidies, the government will calculate compensation according to the number and value of relevant discounted tickets each operator issues. Ferry companies can request advance payments, with final compensation determined after verifying passenger records and ticket sales data. The implementation plan has been shared with the Coastal Shipping Council, and a Joint Ministerial Decision will formalize the regulations following industry consultations.

Fuel expenses represent a significant portion of operating costs for ferry operators, which exposes this sector to the volatility of global energy markets. While some companies have taken steps to reduce this risk through fuel-hedging strategies, and have seen strong demand during the summer, the government remains vigilant regarding market trends and is prepared to consider additional measures if high fuel prices start impacting passenger fares.

The reimbursement system will roll out in stages, beginning with a pilot year in 2026. The payments will be processed in two phases: covering discounted tickets issued from March to May and those from June to October. Operators seeking advance payments may receive up to 30% of their estimated compensation upfront; the remainder will be adjusted upon final verification. Companies opting not to seek an advance will submit their claims for a full payment after completing the verification process.

Starting in 2027, the program is expected to operate year-round. Verification will utilize Greece’s Electronic Passenger Reservation and Ticket Issuance System to confirm eligible journeys, identify required social discounts, and base compensation solely on verified completed voyages.
