Le Havre, France: Enhancing Cruise Infrastructure and Pioneering Shore Power Initiatives

The Port of Le Havre in France is making significant strides in enhancing its cruise terminal infrastructure and implementing shore power systems. The expansion includes the opening of Terminals 2 and 3, which are set to commence operations in November 2025, followed by the opening of Terminal 1 in the spring of 2026. This development will allow the port to accommodate up to three cruise ships simultaneously, with a capacity to serve 13,500 passengers daily.

Terminals 2 and 3 are designed to handle 6,000 and 4,000 passengers respectively, supporting both transit and turnaround operations. A public park will provide access at the end of the quays, along with a rooftop walkway linking to Terminal 1, all designed to comply with ISPS regulations.

In efforts to meet environmental sustainability goals, the port is putting into place onshore power supply (OPS) systems across its cruise terminals. Currently, testing is underway for the first OPS connection at Terminal 2, which is expected to be operational by June 2025. The remaining terminals will follow suit, with completion targeted for mid and late 2026. Each berth will support ships needing up to 14MW of power, contributing to a total capacity of 30MW across the terminals. The electricity supplied will primarily come from nuclear sources, supplemented by hydro, solar, and wind energy, along with a minimal amount of LNG.

The total investment in this project, covering terminal construction, quay enhancements, and OPS infrastructure, is estimated at EUR 120 million. This funding stems from various sources, including the French government, the European Union, the Normandy region, HAROPA Port (specifically for the OPS segment), and Le Havre Croisières.

The OPS initiative is framed not as a commercial endeavor but as a service enhancement, aiming to reduce CO₂ emissions by about 15,000 tonnes annually. Additionally, with the introduction of mandatory OPS connections by 2030, ships that do not comply with EU regulations may face penalties.
