Tokyo’s Harumi Passenger Ship Terminal Reopens After Major Renovation
Tokyo has officially reopened the Harumi Passenger Ship Terminal, marking a significant development for the city’s maritime operations. This reopening follows a major reconstruction that included the creation of a new vehicle waiting area. The terminal started full operations again with its first cruise ship visit on November 1, 2025.
The ceremony for the reopening coincided with the arrival of the Coral Geographer, an Australian expedition vessel. Governor Yuriko Koike delivered a recorded address during the event, expressing Tokyo’s commitment to welcoming international cruise vessels and revitalizing maritime activities at the terminal.
Before this full reopening, Harumi had managed limited operations for smaller and medium-sized vessels starting in June 2025. The newly added infrastructure enhances the terminal’s capabilities, enabling it to operate alongside the Tokyo International Cruise Terminal in Kōtō Ward. This dual-terminal setup is expected to improve scheduling flexibility and streamline vessel movements while accommodating the anticipated increase in cruise traffic.
As part of the new operational strategy, the Harumi terminal will mainly serve small to mid-sized vessels due to its location inland of the Rainbow Bridge, which restricts air draft clearance to 52 meters. Meanwhile, larger ships will dock at the Tokyo International Cruise Terminal, optimizing the use of both facilities during peak cruising seasons.
