Another Major Port Considers Implementing a Cruise Ship Ban

With a surge in large cruise ships, which can carry up to 5,000 passengers, cities unprepared for such high visitor volumes are feeling the strain. Recent developments include Barcelona and Dubrovnik implementing visitor restrictions to tackle overtourism, while a French court recently overturned Nice’s mayor’s attempt to ban cruise ships with over 900 passengers. Meanwhile, there has been a consistent ban on large cruise ships in Venice since 2021.

In the latest move, Amsterdam, one of Europe’s most visited cities, is contemplating a significant ban on sea cruises. With over seven million international tourists in 2025—representing nearly ten visitors for each resident—the city’s infrastructure is under immense pressure. In a recent announcement, Amsterdam’s local government indicated it would explore permanently ending sea cruises by 2035, after discovering that relocating the port would be economically prohibitive.

This proposed ban could have significant ramifications for local employment, which the city promises to assess carefully in collaboration with the national government and other stakeholders. Alongside the potential ban on sea cruises, Amsterdam also aims to reduce river cruise traffic by 10% by the upcoming summer season.

These actions come amidst growing concerns about overtourism ahead of municipal elections scheduled for March 2026, where candidates must balance residents’ worries with the needs of local businesses reliant on the tourist industry.

Cruise line representatives, including Norwegian Cruise Line and Virgin Voyages, have expressed disappointment over any potential access limitations, emphasizing their commitment to ongoing discussions with the city.
