Cruise Ship Crackdown: City Implements New Visitor Tax to Manage Tourist Influx

One of Europe’s most popular travel destinations, Barcelona, is tightening restrictions on cruise tourism. The city’s mayor, Jaume Collboni, announced plans to increase the tax on short-stay cruise passengers significantly. The proposed tax hike is set to raise the daily rate from $4.65 (4 euros) to $9.30 (8 euros), effectively doubling the cost for visitors.

The announcement was revealed by El País, a prominent Spanish newspaper, after Collboni shared his vision for managing tourism on a local network. The change is part of a broader initiative to discourage mass tourism and enhance the quality of visitors to the city.

In an effort to combat the negative impacts of overtourism, Collboni has expressed a desire to completely eliminate cruise passengers who only stop over without starting or ending their journeys in Barcelona. "Tourism must serve the city, not the other way around," he stated.

The mayor plans to implement the new tax structurally over the coming months rather than the agreed-upon four-year timeline. This move reflects the city’s strategic shift towards prioritizing quality tourism over sheer volume. To further control cruise traffic, the city council previously decided to reduce the number of operational cruise terminals from seven to five.

The tax adjustment follows a recent increase in the general tourist tax levied on all visitors, making it one of the highest in Europe. Collaboratively, these policies aim to shift the tourism landscape in Barcelona, focusing on business visitors and high-quality tourism experiences, while limiting the negative consequences associated with mass tourist inflows.
